2 positions in electoral programmes' evaluation


Within the FWK BENEF Lot 7, ideaborn is looking for experts for the Evaluation of the Election Observation and Democracy Support Project (EODS) of the European Instrument for Democracy and Human Rights (EIDHR).

The aim of the EODS is to provide expertise in order to achieve the following:
• to contribute to the consolidation of a consistent methodology for EU Election Observation Missions, in line with relevant international and regional standards for democratic elections; this also includes establishing cooperation with organisations active in electoral assistance and providing support to studies on election observation and other electoral issues;

• to strengthen EU observers capabilities, through development of a common EU approach to the selection and training of observers and staff involved in election observation missions;
• to strengthen the election observation capacity and methodology of regional organisations and networks. Those activities should focus on existing strategies for the implementation of EU EOM recommendations and develop them; they should also include research in the field of elections and election observation, either through analyses of particular countries/regions or comparative studies.
The ultimate beneficiaries of the Election Observation and Democratic Support (EODS) project are third partner countries in Africa, Latin America, Middle East and Asia where the election observation process takes place.

The main objectives of the evaluation are to provide the EC and the EEAS with:
• an overall independent assessment of the past performance of the EODS project, paying particularly attention to the results of the project against its objectives;
• key lessons and recommendations in order to improve future action in relation to three pillars of activity: - guidelines and methodology assistance for EU EOMs; - training of EU EOM observers and experts; and technical assistance and support to domestic observers organisations. This objective should be the main focus of the evaluation, which should be able to identify future needs for those activities, taking into consideration with respect to pillars b) and c) the existing pool of expertise;
• Recommendations on possible other services to be covered under the next support contract following a gaps analysis on the coverage of the current contract.

The scope of the evaluation covers the EODS project activity carried out since 01/01/2013 until 30/06/2015, placed in the wider context including the predecessor projects as explained in the background.

Two experts (category I and category II) are needed for this assignment: 
Expert Category I
• Education: at least Masters Degree Academic level in Political Science, International Relations, Social sciences or other cognate discipline or equivalent professional experience of 5 years (above the general professional experience duration of 12 years in areas related to Lot 7 - Promotion and protection of human rights, Support to democratization, Reinforcement of the rule of law and administration of justice, Public administration reform, and civil service reform, Decentralization and local development, Enhancement of the role of civil society and Home Affairs, the fight against organized crime - incl. drugs - and terrorism).
• At least 5 years' experience in the area of evaluation and/or monitoring of projects in the external relations area;
• At least 5 years' experience in the area of electoral observations missions in third countries and Domestic observers organizations;
• Training, Projects, programs, training and policies evaluation experience would be an asset;
• Given the analytical nature of the work, scientific publications and academic work from the field of lot 7 would be an asset.

Expert Category II 
• Education: at least Master's Degree Academic level in Political Science, International Relations, Social sciences or other cognate discipline or equivalent professional experience of 5 years (above the general professional experience of 6 years in areas related to Lot 7);
• At least 5 years' experience in the area of evaluation and/or monitoring of projects in the external relations area;
• At least 3 years of experience in the area in the area of electoral observations missions in third countries and Domestic observers organizations;
• Training, Projects, programs, training and policies evaluation experience would be an asset.

Location of the assignment
The assignment is to be carried out through home based work with missions to Brussels. For one of the experts, two field visits of a duration of one day are also foreseen to meet the regional observers organisations representatives.

Duration and starting date
The duration of the assignment is of 6 to 8 weeks starting, presumably, on 26 October 2015.
